The new deadline for paying 25% of the total price is now September 30, earlier it was August 31.

The authority said that this decision was taken in response to the request of the buyers as they needed more time to arrange the money. The deadline was also extended because finishing work is going on in the flats.

Buyers have complained that the DDA is yet to complete the necessary arrangements like providing electricity and water connections, installing main entrance gates, appointing security personnel and developing recreational areas. They have written to officials expressing apprehension that the deadline for handing over possession may be pushed by a month given the pace of work on the site. The DDA has already extended the deadline once in July.

An allottee who has made 100% payment is still not sure about shifting into the apartment. “We bought a three-BHK flat through e-auction and were thinking of shifting during Dussehra or Diwali. But currently, there is no electricity or water supply, and the power discom is busy laying lines and energising substations. There is no security guard, and entry to the apartment is through a side gate. The main gate has not been made operational yet. Forget about Diwali, given the pace of work, I don’t think we can enter our flats this year,” said an allottee on condition of anonymity. Another allottee, who is yet to pay 25% of the instalment, questioned the authority to take maintenance charges in advance (in March) when even the initial work is not complete. “Currently, we are paying the EMIs of the loan taken to buy the flats as well as bearing the expenses of the place we are staying in. Access to the community hall from HIG and Super HIG has still not been provided. Work on the sports facilities is also pending,” said another allottee.

Dwarka Sector 19B has 1,858 properties in 13 towers along with 14 penthouses. These include 170 super HIG flats and 946 HIG flats.

When asked, a DDA official said that due to demand from many allottees of Sector 19B Golf View Condo for early allotment of flats, the Delhi Development Authority handed over the possession as early as possible.

“However, some allottees requested for extension of time for payment of the remaining 25% of the flats so that they could make the necessary financial arrangements. Moreover, the final finishing work is also taking some time. As a result, it was decided to extend the time by a month,” the official said.
