Pradhan Mantri Awas Yojana-Rural (PMAY-G), the flagship rural housing scheme launched in 2016, aimed to build 2.95 crore pucca houses in five years.
According to the Ministry of Rural Development, 2.67 crore houses have been built under PMAY-G since the launch of the scheme, while about 77 lakh houses pending under the Indira Gandhi Awas Yojana have also been completed.
According to government officials, the remaining 35 lakh houses which were not built till March 31 will also be completed to achieve the cumulative target of 2.95 crore houses of the previous phase.
The second phase of the scheme, approved by the Union Cabinet earlier this year, aims to construct an additional two crore houses, for which Rs 1.20 lakh is given to eligible families in the plains and Rs 1.30 lakh in the northeastern states and the hill states of Himachal. . Pradesh, Uttarakhand, and the Union Territories of Jammu and Kashmir and Ladakh.
The allocation for the Rural Housing Scheme was made first on the basis of Socio-Economic Caste Census (SECC) 2011 Permanent Waiting List (PWL), and then on the basis of Awaas+ (2018) list. However, in 20 of the 35 states, both lists have become saturated, necessitating new surveys.
This time, since the criteria to qualify for the scheme has been relaxed, some limits have been removed, the official source said, adding that a fresh survey is needed to ensure that no eligible beneficiary is left out.
“The last survey was conducted in 2018; the situation has changed since then. So fresh surveys will be conducted through the Awaas Plus app,” the source said.
To ensure transparency, surveyors have been identified in more than 2.5 lakh panchayats in the country, while more than one surveyor may be appointed for panchayats with higher populations.
The ministry aims to complete the survey in three months.
“To ensure transparency, we have added a face-based authentication feature for the first time. Earlier we had difficulty in identifying the surveyor. This time, surveyors have been appointed in various panchayats, who will do face authentication of the beneficiary. With Aadhaar verification,” the source said.
“The surveyor will also have to undergo facial authentication while submitting the survey, this will ensure that the surveyor is physically present,” the source said.
Those who have missed conducting the survey can do so through the Awaas Plus application itself. However, only one self-survey can be conducted from one phone.
The source said the survey process has already started and a workshop was conducted through video-conferencing last week to train the surveyors on how to use the mobile application.
Under the updated criteria for eligibility, certain conditions, which earlier made people ineligible for PMAY-G, have been removed. These include households with two-wheelers, refrigerators, mechanized fishing boats and landline phones.
While earlier those whose family member earned more than Rs 10,000 per month were not eligible, under the new norms the limit has been increased to Rs 15,000. Those having less than 2.5 acres of irrigated land or less than 5 acres of non-irrigated land are also now eligible for this scheme.
Under the second phase of PMAY-G, two crore more houses will be constructed over the next five years till FY 2024-2029 to meet the housing needs that have arisen over the last few years. About 10 crore people are expected to benefit from this.
