Hubli: The government launched the e-Aasthi system in March 2023 to prevent fraud in the sale and transfer of properties. However, hdmc Citizens have to run from pillar to post for 8-9 months to get a certificate. Personnel handling the process are allegedly demanding bribes to release e-asset certificateMany times, they say that the applicant’s file is lost and insist on resubmitting it.

Mayur Patil, a private employee from Suvidha Colony, Hubli, said he had applied for e-Aasthi on March 20, 2024. “HDMC Zone-6 officials kept asking me to come back next week. After 8 months, they are now telling me that my file has been lost after the change of staff. When we contacted the HDMC Commissioner, They asked me to resubmit my application saying that they will release it in a day. However, my question is how can our applications disappear? Many citizens said that if we pay bribe, So we will get it within a week Otherwise we will have to make rounds of the office.”

Housewife Sunanda Bharmagoudar said that she had applied for e-Aasthi in April 2024 at the HDMC Zone-8 office. “A week after submitting the application, a staff member called us and demanded a bribe of Rs 2,000 to process the application. When we refused to pay, he said he would pay it after the Lok Sabha elections. However, we have not received it till date,” he shared.

Vinayak Madiwalar, a home owner in Sattur, said he has been visiting the HDMC Zone-12 office for 6 months for e-Astha documents, but to no avail. “They are giving some reason or the other. We have postponed our son’s marriage because the sale of our house is getting delayed,” he complained.

When contacted, Ishwar UlagaddiThe HDMC Commissioner admitted that the delay was due to the e-Aasthi software being linked to the Kaveri software. “After this development, 70-80% of the applications were getting rejected and only 10% of the applications were being processed smoothly. The length and breadth columns were being left blank, but Kaveri was asking for all the details. As That we brought it to the notice of the government has fixed it a week ago through the urban development department. The whole process will be streamlined in a week, now there is no limit for uploading the application, and we will be in 2-3 days. Can issue e-asset certificate,” it added.
