While the new notification does not mention the date within which existing lifts need to be registered, last week DM Manish Verma announced that September 25, the date of the UP government’s notification, marks the beginning of the six-month period . lift registration compliance.
On October 29, the administration issued a directive making it mandatory for building owners and RWAs to register all lifts in their society premises within six months.
The directive also states that building owners who do not follow the rules will first be issued a notice and then fined up to Rs 10,000. After the 30 day grace period, lift services will be suspended until the fine is paid and the registration process is completed.
However, RWAs and AOA members claimed that the administration had not earlier specified the last date for registration, hence, they should extend the deadline beyond March 2025.
Rajiv, president of Noida Federation of Apartment Owners Association (NOFAA), said, “The last date of registration should be extended beyond six months from the date of implementation, as the public consultation comes two months after the government notification on the implementation of the new Act. ” Singh said.
There are about 80,000 lifts in more than 350 high-rise buildings in the city, which has seen a series of lift accidents this year.
On Monday, the advisory issued by the administration said that “all property owners planning to install lifts or escalators must register their premises with the Assistant Director of Electrical Safety”. It says owners must ensure compliance with construction standards, operational protocols and maintenance rules to guarantee the safety of users.
The DM had earlier told TOI that in case of residential societies, it would be the responsibility of RWAs and AOAs to register the lifts. For societies that have not yet received RWA or AOA, the maintenance agency or developer will have to register.
“Public advisory has been issued to expedite the registration of lifts as it has been two months since the State Government notified the implementation of the Act, but no registration has been done yet.
