Pune govt freeholds over 11,000 PCNTDA properties, ensuring legal ownership, ET RealEstate

Pune:The state government has passed an order to create residential properties of the now dissolved Pimpri-Chinchwad New Township Development Authority. Pune Metropolitan Area Development Authority Freehold, which will allow more than 11,000 property holders to become legal owners.

The state cabinet decision was taken last week following assurances from Industries Minister Uday Samant in the monsoon session of the Assembly earlier this year.

An officer of the Pune Metropolitan Region Development Authority (PMRDA) Pimpri-Chinchwad New Township Development Authority said (PCNTDA) had given a large number of properties to the people in 99 years lease agreement Between 1980 and 2010. “However, the PCNTDA was dissolved in 2021 and about 85% of the leasehold properties were transferred to the Pimpri-Chinchwad Municipal Corporation (PCMC), while the remaining 15% was transferred to the PMRDA.”

The authorities had constructed several four-storey buildings for workers and people from economically weaker sections in areas like Bhosari, Chikhali and Nigdi. Even though most of these properties are within the PCMC limits, citizens will have to obtain a no objection certificate from the PMRDA for any work. They also face difficulties in taking loans from nationalized banks as they are not the owners of the property as per the documents.

“Similarly, these buildings could not go for redevelopment despite being located in prime areas due to complex procedures and technical issues,” said another PMRDA official. “They can freehold the properties by paying the necessary charges.

The state government has not yet taken a decision on converting the 85% leasehold properties transferred to PCMC from PCNTDA limits into freehold.

Bhosari MLA Mahesh Landge, who has been following the issue with the state government and had also raised it in the Assembly during the monsoon session, said, “This is the first step towards success in our fight to freehold all PCNTDA properties. We also want the same.” Decision on properties within PCMC limits also so that it provides relief to more than five lakh citizens.”

He clarified that the option of freeholding the properties is optional and people can continue with the lease agreement if they wish.

A PMRDA official said there are around 8,000 plots which were transferred to PCMC and the number of property holders is much larger as many housing societies were also built by private developers. “There should be around 75,000 to 80,000 property holders within the PCMC limits.”
