many land owners who bought sites Nadaprabhu Kempegowda Layout Are in a pickle since for residential purposes Bengaluru Development Authority ,BDA) is delaying the collection process correction fee from them. They are neither in a position to sell it nor to build their dream house.
He said paying the betterment fee would help residents and investors move from the current “Gramthan” site or revenue site status to an “A” account. Revenue sites are considered illegal, so owners face many limitations and legal issues.
Land owners said they are not able to sell land or sites because buyers without accounts do not get loans from nationalized banks. Private loan giving banks are charging high interest rates ranging from 14% to 18%. As a result, land mafias are looting money from people by selling at low rates as buyers do not easily come to invest on such sites.
This has reduced real estate prices in the area. It will be a big relief to the farmers and landowners in Seegehalli, Kannalli, Kodigehalli, Manganahalli, Kommaghatta, Bheemankuppe, Ramasagar, Sulikere, Kenchanpura, Ramasandra, K Krishnasagar and Challaghatta if the BDA charges betterment charges.
“I bought this site in a private layout but was not able to get a housing loan from a nationalized bank. We are not sure about the notice issued by BDA to get the layout from where I purchased the site. “If BDA charges betterment charges and issues me an account for my site, it will be easier for me to get a housing loan or sell my site,” said site owner Prashant.
He said he couldn’t find it building plan approval Sites without an account are not given this, resulting in any construction being considered illegal and they are not able to avail of basic necessities like water and electricity connections. “Businesses, industries and schools in the area are also unable to obtain business licenses and raise loans due to the same issue,” said a site owner.
The BDA board has approved the collection of improvements in both Arkavathy Layout and Nadaprabhu Kempegowda Layout simultaneously. The State Government has already passed Gazette in 2018-19 to improve tax collection in 2018.
BDA has fixed Rs 80 thousand per gunta. Even the newly formed BDA Layout, formed 10 years after the formation of Nadaprabhu Kempegowda Layout, has been allowed to pay betterment tax. Nagaraj M, a farmer who owns land adjacent to Nadaprabhu Kempegowda Layout, said he has applied for payment of betterment charges. “I want to pay the betterment fee but the BDA is not ready to collect it. “If the BDA collects the amenity charges, it will be a great help to me,” Nagaraj said.
Meanwhile, the BDA land acquisition officer has said that the BDA has not yet decided on collecting betterment charges from land owners in Nadaprabhu Kempegowda Layout.
