KCZMA issues guidelines to local bodies on residential unit permits

Kochi: The Kerala Coastal Zone Management Authority ,KCZMAGuidelines have been issued to local body To issue permits for residential Construction under CRZ-2019 notification.

The government order (GO) dated December 6, 2024, states that local self-government institutions can allow residential construction up to 300 square meters in areas classified as CRZ II, CRZ III A and CRZ III B, subject to conditions Are subject to. 2019 CRZ Notification.

It mentions that applications for regularization of residential buildings, non-residential constructions and traditional coastal dwellings exceeding 300 square meters should be submitted by the concerned local self-government institutions with the recommendations of the KCZMA.

Applications submitted to KCZMA should include recommendations of the local self-government authority, a signed budget estimate, investigation fee and a building plan/site plan (including distance from high tide line and geo-coordinates) signed by the Secretary/AE.

If the property is within CRZ II, details of the approved building/road constructed before January 18, 2019 should be included in the plan.

Application for construction activities in crz categories Regularization of traditional coastal habitations constructed under CRZ II, CRZ III A and CRZ III B, and under the 2011 CRZ notifications should be submitted directly to the Coastal Management Authority.

Under the 2019 CRZ notification, the responsibility of verifying construction permits, identifying legal violations and taking further action against violations lies with the District Level Committees (DLCs). Before granting CRZ permission, the position of the property in the CRZ area should be verified against the 2019 Coastal Management Plan map.

It will be the responsibility of the head of the concerned local self-government institution to ensure compliance with the guidelines before granting CRZ permission. Information about housing applications (approved, rejected, under consideration) received by local self-government institutions should be compiled and presented to the district level committee every three months.

The GO said that local self-government secretaries are authorized to grant construction permission in CRZ areas only subject to rules and inspections. It mentions that the KCZMA has the power to cancel any CRZ permission granted in violation of laws and guidelines.
