Single parent Shailendra Bhadauri (56) had made his booking 2bhk flat In 2013 for Rs 38 lakh. To pay for it, he took a loan of Rs 12 lakh and currently pays Rs 18,000 to the bank as monthly installment. Working in the public sector, Bhadauri fortunately has a government residence in Delhi, but he will have to vacate it when he retires in three years.
On Monday, the 56-year-old man said he was “overwhelmed” that he would finally get the flat he had invested in.
“It took almost all my life savings to buy this flat and I am still paying the loan installments for it. As an Amrapali buyer, I found it difficult to even get a loan as banks did not have permission from the court or official permission from NBCC. “Our path from the protest to the Supreme Court was not easy. The emotional and financial impact of this struggle has left an indelible mark on our lives,” Bhadauri said.
The Amrapali Dream Valley project in Greater Noida West was launched in 2010, and was to be developed in three phases.
Construction of the third phase of Dream Valley Enchante began in 2014, with the developer promising to hand over the flats in 36 months. But the developer had just excavated the site when construction was halted due to bankruptcy.
The Supreme Court in 2019 appointed NBCC as the project management consultant for cash-strapped Amrapali projects. The responsibility of the company was to complete the construction of the developer’s remaining 38,159 units and common amenities within the societies.
NBCC had given the tender for the construction of Dream Valley Enchante to a private firm in 2020, but due to construction delays and non-performance, this company was blacklisted in 2022. In the same year, NBCC appointed another firm, Gautam Builders, to complete the work in the society.
Of the society’s five towers, two towers – H5 and H6 – have been completed with 300 flats, and the remaining three towers are in the final stages of completion. All the flats are 2BHK.
Anuj Maurya, who works in the financial sector, was another home buyer to get the keys to his apartment on Sunday. He too is struggling with the financial burden of repaying a loan of Rs 15 lakh and has been living on rent in Vaishali, Ghaziabad all these years. Just a few months ago, he completed all the payments for his flat worth Rs 33 lakh.
“I booked my flat in 2015, and till 2018, I thought I would never get it. My perspective changed when I saw the determination of other home buyers. I joined their protest and The support and camaraderie helped me persevere through these challenging times. Still, it was not an easy journey. The financial burden and lack of stability took its toll on me,” Maurya said.
“The long fight is now bearing fruit,” said Dipankar Kumar, one of those spearheading the homebuyers’ cause. Kumar is one of the homebuyers of Dream Valley Enchante who is yet to get possession of his flat.
NBCC is currently handling 14 incomplete projects of Amrapali in Noida. These include Sapphire 2, Crystal Homes, Golf Homes, Centurion Park 2 and the other two phases of Dream Valley.
In its 2019 order, the top court held Amrapali Group and its directors responsible for misusing home buyers’ money for their own benefit and canceled its license under the RERA Act.
