On September 25, the UP Lift Act was implemented in the state after a government order from the Directorate of Electrical Safety, signed by Principal Secretary (Energy and Additional Energy) Narendra Bhushan, was issued to all district magistrates.
The order directed all district administrations to constitute five-member committees that will investigate lift-related accidents and prepare reports on their maintenance, safety and operation under the UP Lifts and Escalators Act, 2024.
The law was approved by the state cabinet in July to control the increasing accidents due to lifts and escalators in urban areas. Noida and Greater NoidaWhich has over 80,000 lifts in residential societies and commercial complexes, at least four such incidents were recorded this year. Two such cases have come to light in Ghaziabad.
Officials informed that all the registrations need to be done through the online portal on the website of UP Electrical Safety Directorate – updeslift.org. Bhushan told TOI, “The online portal was launched on September 25. People can submit all the documents and get the lift registered on the website itself. Once the application is processed, a registration number is provided. “
He said a penalty would be imposed for delay of more than six months in registration after September 25, when the order was issued. “The district administration has urged all stakeholders including AOA, manufacturers and AMC agencies to register the lifts under the UP Lift Act at the earliest as penalties will be imposed after March 25,” the official said.
According to the rules, if there is a delay of seven days or less in registering the lift, a late fee of Rs 100 will be charged per day. If the delay is more than 7 days and up to 15 days, a late fee of Rs 200 per day will be charged for the entire period. If the delay is more than 15 days and up to 30 days, a late fee of Rs 500 per day will be charged for the entire period and if the delay is more than 30 days, the operation of the lift or escalator will be stopped. It will be closed immediately and can be restarted only after compliance with the provision along with Rs 10,000 late fee.
Bhushan further said that, of the three residential lifts registered in Noida and Ghaziabad, only one is in a highrise society located in Noida Sector 137, while the others are independent houses.
Bhushan said, “As per the available data, out of all the residential lifts registered in Noida and Ghaziabad, only Purvanchal Royal Park Society in Sector 137, Noida, was registered. The other two are independent houses that have registered their lifts. ” TOI.
Some Noida residents told TOI that they have started applying for lifts in their societies on the portal.
Besides this, a total of 8 maintenance agencies have registered in the state, while six lift and escalator manufacturers have registered so far. As per the rules of the Lift Act, the AMC and all agencies involved in the construction of lifts will have to register them with the Directorate of Electrical Safety.
“Registration of the AMC agency and the manufacturer of lifts is done at the state level. However, at the district level, when a lift is registered, its AMC details have to be filled in a separate form during the document submission,” said an official. Is.”
